Found them unlabelled in my resto parts!

They look like the nuts that secure the instrument cluster to the metal dash. They go over the plastic studs, and, yes, they are pain to get to to tighten!

Possibly also side trim stud nuts?

I've also seen them on pot-metal studs. I don't know what was common for 65-66 but in '68 I had something like those "sheet metal nuts" securing the vinyl dash cap and as well the "Impala" emblem over the glove box.

Thanks for the suggestions but I am still not sure.
Have found them in the AMK Fastener catalog as (probably) Pressed Nut code 9418239 so may be able to spot that in the Factory Assembly Manual.
