Mine is on the top hose, the one from the heat valve to the tstat housing. Is this the return? Deluxe heater.

If so, my plan is to choke that valve down to slow the flow thru the system to extract more heat out of the coil. It doesn't blow very warm at 27*...

Usually the return is the one back to the water pump.

The water is a certain temp, whether its flowing or not. Wouldn't the heater core & water inside cool off quicker if the flow is reduced?

What is your thermostat temp?

This is the hose routing for the 49-50 Air Flow Heater (51-52 would be the same). I would think choking the flow would reduce the amount of hot water making it to the heater core. My thought is that you have a thermostat issue. When the heater was installed, it was done in conjuction with changing out the theromstat to a 180ºF unit that was furnished with the accessory heater installation kit.

The hot coolant comes from/Out the hose by the thermostat
You want that hose to go to the bottom of the heater core
This will fill the core completely for the best heat production
Slowing down the fluid is not going in the right direction
The core might be scaled up inside

I guess that my thinking was backwards. Everything is hooked up as illustrated in RAM's drawings. The T-stat is 180.

Scale in the heater core is a good possibility. I've looked at the front of the core with a snake camera, and it appears to be free of debris.

The heater blows warm, at best.

what is your engine temp? you may need a hotter stat.

70 L camino, grampa engine, g-force 5 spd, road rage suspension. Pray first before all else fails.

This is where the needle sits during normal operation. Just on top of the middle mark. If I stop and let it idle, it will rise a little bit. It's never got to the hot mark or overheated...

That is normal looking to me, both of my 53 235s temp gauge is right there. It does climb while sitting at a light, but once you start moving again , the needle sits just above half.

You mentioned you are running the recommended higher tempurature thermostat. I wonder if you are also using a pressure cap on the radiator.
