I have done a search and seems both terms are used. I have always thought it was SS/RS because SS badging trumps RS when both are combined. Or maybe there is no correct term?

Neither are "official" terms. Either "SS/RS" or "RS/SS" are acceptable.
If I hear either term, I certainly know what they are talking about.

Referring only the 1967-69......
Z21 Exterior Style Trim Group: bright belt moldings, bright wheel opening moldings, bright drip moldings (coupe), paint stripe (67)
Z22 Rally Sport Package: incl Z21 plus full width grille with concealed headlights, bright lower body side moldings instead of standard body side moldings, RS grille emblem (or SS), parking/turn signal lights below front bumper, Rally Sport front fender, nameplate in place of Camaro nameplate, black finished lower body (except certain dark colors), RS (or SS) fuel cap, Dual-unit taillights, backup lights below rear bumper, RS horn button (except Z23, Z87, N30, N34).
Z27 Super Sport Package: incl special engine (350cid L48), dual exhaust, springs, tires, clutch, radiator, transmission (if 4-speed), axle and u-joints, starting motor, hood, badging, and stripes. Also special ball joints, front springs, shocks, and engine mounts on 396.
Logically, using the option codes (order) sequence, its RS SS. The SS is a performance pkg, RS is a trim package. So RS with the optional SS Performance Pkg.
