Cable may be binding (corroded or kinked).

Might have throttle shaft wear causing intermittent binding.

Friend that retired from local GM Dealership, told me that they stocked for years, the pedal assemblies for 67 through 86 carbureted C10s and 20s because of binding, I bought new for both my 67 C20 and my 85 GMC1500, because they both needed a tap on the pedal to idle down. Tried many different springs, either too hard a pedal, or sticking.
