2004 Silverado.
What does thing do and can it be removed. It's electric vacuum booster it attaches to the mastercylinder / Booster

The electric vacuum pump is an assist to maintain proper vacuum in the booster, GM wouldn't have installed the pump if not needed.

Only 1 other truck around hete has it. I'm told it's for high altitudes. Also, why would GM discontinue the part if it's really needed

If you are towing, the manifold vacuum will be too low for the brakes. The vacuum pump fixes this. Later trucks had hydroboost fitted.
