I have a 350 engine in a pickup. It was new crate about 12 years ago. The most miles on it is 1000. It is a TBI and started to run rough. Multiple shops did not want to work on it due to me removing the plug from the throttle body. So I just parked it and left it. I started scavenging parts from it for my 1955 chevy. The engine is rated at 200hp. If I remove the engine and give it to a engine builder you think he could turn into a 383 or better.

What year is the engine, 86 up was a 1 piece rear seal, best candidate for a 383 striker kit. What plug did you remove from the throttle body that created an issue?

"Or better". Yes you can go 396" (Thats bored .030" over and a 3.875" stroke) with REQUIRED block clearancing. Possibly more if you sonic check the block and or add block fill. Your machine shop will know, hopefully 😆. But more commonly 383 is the easy safe route.

The engine year is 1995. It's one of those GM low HP pickup truck engines. The plug I'm referring to is on the throttle body that is set by the factory and according to GM there is no need to adjust it. Guess it all ties into the multitude of sensors on a TBI engine. I tried and replaced everything. I have a suspicion that one of the valves is the problem. The block does not have mechanical fuel pump access hole.

Pretty sure that is a roller cam block and one piece seal, you are correct, low power engine as an oe.
