just got a 40 it has dual carbs and no power starts up fine but feels like running out of gas, vacuum leak?

From here tough diagnosis, fuel delivery issues, carb issues, general condition of engine and tune. Start with the basics, sufficient fuel delivery to carbs.

Lot of things can cause a lack of power. A vacuum leak usually makes an engine run at a higher idle than normal. I'd be checking point gap, and timing also. And really go through a complete tuneup.
If that doesn't help then need to check fuel pump pressure, and start looking at the dual carbs to make sure accelerator pumps are giving a good squirt of gas when the throttle is opened.
