Starting a tear down and refresh on my '93 K1500 std cab short bed. It seems that I have to lift the bed off the frame to get the rear bumper and brackets off.

Is this true??

Nope. Once the bumper brackets are loose you can easily wiggle them out without worrying about the bed at all. The holes are slotted a bit so once you loosen the bolts you will have no issue.

Thanks! I'll take another shot at it.
All the bracket bolts are out of the frame. The brackets are shaped in a way that prevents them from coming straight out past the bottom of the bed sheet metal. I am trying to avoid loosening the bumper to bracket bolts, but that may be what's needed.
