This may be a stupid question, but....
Did you put the car in reverse and back up and hit the brakes and repeat about a dozen times for the self adjusters to do their jobs?

Maybe you have restriction in the hard line on the opposite side.
Thats the only other thing i can think of.

Try swapping the drums side to side to see if it pulls the other way. I had a couple cars do that due to drums being different sizes. One was like original standard size and the other was at maximum oversize. Was only really a problem with new shoes until they wore down a bit then they equalled out it seemed. In my case, swapping sides made it pull the other way. Make sure there are no dents or sharp bends in the lines that could impede flow.

I've had brakes act similar to yours when my tire pressure was uneven.
