04 will not ever set emissions readiness but it has no stored or pending codes. The shop my daughter sent it to said ecu is bad so we ordered on that is programmed to the vin but with new ecu we can’t get the pass system to link to the key and it won’t start. When I put old ecu in it starts fine

Yes it’s a daily driver so it gets plenty of drive cycles

In NY, you are permitted one monitor to show not ready and still pass, the evap monitor is usually the last one to activate, do you know which one is not activating.

If you've got an android phone, you can spend about $30ish total and have a reasonable degree of functionality using a Bafx Products bluetooth code reader, and Torque Pro app. You can read and clear codes, read sensor data, and there's even a page that specifically shows emissions readiness for each monitor.
Shepherd is on target with the evap system being the toughest one to get to go ready, especially on this generation of trucks.
Start out by filling the gas tank, clear codes, and drive the truck. It shouldn't take too long to get all but the evap system monitor to go ready. The PCM won't run the evap test until the tank gets below 75% full.
See if you can get to that point - if so then you can get it inspected. BEFORE the tank gets down to 75%. If the evap system is the issue, once the PCM runs the test on it, you'll have a code set and will fail inspection.
Repairing the evap system on these trucks is often not straightforward..

I agree. More info will certainly help.
This is more common than most people think.
Please post the monitors that have not set in the time you would think they should.
Evap and catalyst are nearly always the last 2

I did as Richard said. My truck was setting a P0442 code, small evap. leak after changing my fuel pump. I cleared to code and it would come back at 3/4 tank, 1/2 tank, etc. so I cleared to code and kept the tank full until I got through emissions. The code on mine has since stopped showing up. Good thing because my code reader took a walk at work one day.

Good, that system is only tested at a range between 1/4 and 3/4 tank capacity.
