I have an 86 Caprice that keeps blowing the gauges fuse (fuel, volts, engine temp... all not working), head light buzzer stays on while the car is running and lights are on, Wipers (they work, tested good, fuse not blown) are not working. I'd not started the car for about 2 weeks, the battery (econo battery/cheap, really cold weather) ran down. I replaced the battery, replaced the gauges fuse and started the car and all started working again: gauges, wipers, no buzzer when I engaged the head lights. Everything was right for about 5 or less minutes. Right around the time the seat belt buzzer went off the fuse popped again and everything went dead again. I tried disconnecting the battery again (not over night when I replaced the battery, just for a minute of 2). No change
Just speculating, things could have gone south not because of the seat belt buzzer, but because the car heated up and a wire relaxed and touched something again.
I have a PowerProbe 3000B, when I plug it into the out side of the gauges fuse I get a open circuit. When I turn the key (acc) it quickly goes from short back to open circuit.
I recently had an after market alarm (viper) put in.

You put a Viper alarm in an 86 Caprice?
As a former car dealer, NEVER EVER EVER EVER install car alarms. The people that do the work will chop up your factory harness to the point that the car is junk.
Get rid of that thing with your next garbage truck run. Then, remove cluster and inspect dash harness.

Thanks for the reply, I also have an 1982 Caprice (seen better days) I purchased back in 2003 that I put a Viper alarm on, never had a problem other than the remotes going bad. I think I may have inadvertently found the problem. I will test it today.

Anybody know what this is? I found this taped under my dashboard, hooked into my fuse box and screwed to my dashboard for what I suspect is a ground. I removed it and all my problems went away.

One thing I did not mention was the engine would never idle down, regardless of how many times I hit the peddle or how warm the engine got. After watching so many Youtube vids regarding this issue. I sprayed the carb thinking it may be dirty, to no avail.
I made a video of how that (see images below or above) was installed.
It was plugged into the choke heater fuse. As soon as I pulled the wire from the choke heater fuse, and started the engine, the engine idle down and purred like kitten. So this looks like it was placed to cause several problems.
I was about to give up and decided to use my new toy (PowerProbe ECT3000B). As I inserted the probe into the gauge fuse slot, the beep took me toward the passenger side. I decided to "look" under the dash near the ashtray. I saw a bunch of green sticky paper, I stuck my hand up in the same area and felt and found whatever that thing is (see images above or below).

Tools used:
- Power Probe Short/Open Circuit Finder (ECT3000B)
Used to tone the short/open circuit
- Power Probe Test Probe Adapter Kit (PPTK0005)
Used to jack into the gauges fuse port.
