For starters, that isn't an Impala, but a Biscayne. That car has been listed in so many places, it is difficult to remember them all, and the price keeps changing. It needs a complete interior rebuild from floor to ceiling, and it isn't going to be inexpensive. When I first saw it for sale, it had not been cleaned and polished, and it looked terrible. The seller has since added new white wall tires. I have no idea if the engine was detailed or was removed and rebuilt. My guess is that the seller realized the amount of work and expense that it is going to require, and wants to pass it onto someone willing to spend that money on the car.
I own a similar model by the same coach builder.

Seat covers and door panels are available for the Biscayne from Cars, Inc. The headliner will need to be made from scratch, and it will cost $2500 based on what it cost for mine for materials and installation. The only thing that isn't available is the blue rubber floor mat, so you would have to use the original one if it is serviceable, or install carpeting. The rubber around the rear door is something that you would have to try to find something that will seal. I finally found a rubber gasket that works, but it was given to me, and the person doesn't remember where it came from. I wanted to get another piece as a spare. The steel divider will need to be removed, and I have no idea what damage that they might have done to the interior moldings when that was put in place. When all done, you are never going to get back anywhere near what it will cost. I understand that most of us don't expect a big return on the investment, but we don't expect to loose 50 or 60 percent of what it costs to do the restoration. The market for a car like that is extremely small.
