Does your model have constant power? I know mine does. I'm not sure if GM changed the power supply with a switch change. Clean the fuse contacts. Clean the wiper motor wire contact. Has the wiper motor ever been replaced?

A replacement is a good start. However, lubricating all the possible moving parts will help too. Alternators also put out low amps. Upgrading to a 110 amp or high alternator will help. My truck has a 165 amp Denali alternator. The high amps make a difference on windows and accessory use.

I put a Mechman alternator on, it puts out 145 at idle and 178 at cruising. I also put 2 16" SPAL fans pulling 1918cfm with the a/c front and rear blowers on the voltage sits at 13.5 v my charge and ground wires are #2 welding cable. the voltage is right up there, I will clean and check the wiper motor connections and check voltage at those points also.
