61 Biscayne front end lowered by cutting 2 coils for a spring height of 23 3/8" I want to raise the ride height. Is it as easy as replacing with stock springs or will shocks need replacing? Cars is a 350, do I want small block springs or 409?

If you want the nose at stock or a bit higher, moog 6004’s are good. I would say the shocks you would have to check what you have to see if they were shorter than stock- changed with the cut coils?
