Just transfered my '66 Biscayne from PA to NC. Got new plates and registration card for NC ( $165, regular plates not antique tags). The DMV took my title and gave me a phone number to call to arrange a police inspector to come out and look at the car to review its legality. If this process is NOT completed in 6 months your plate and registration are revoked and your title WILL NOT be returned until the police verifcation is completed. The first thing the inspector did was check for the VIN plate and photograph it. He then checked for a secondary VIN on the frame (which he could not find). Finally he took several pics of the car, called in the VIN to verify that it was not in their stolen car database and then he left. Apparently they are serious about old cars coming here from out of state.

Here in NH, if you bring in an antique car from another state WITH a title all is well. You can get it registered and procure a NH title if you wish but the NH title is not necessary for antiques. However, if you bring the car in WITHOUT a title, then an inspection of the VIN is required as you described for NC to have it registered and titled.

.....and then there's the Empire State of New York:
previous owner's title signed over
bill of sale
pay for new title
pay for tags (2yrs regular or 1 year "historical" w/ restrictions, extra $$ for "vanity" plates)
provide proof of insurance
annual safety (and emissions for later than '95-OBDII) inspection
(I'm sure I'm forgetting something here...)

New York does not even use titles on 1972 and older.

They also streamlined the process for cars with no registration a long time ago. Two forms, no notarization needed, pencil etch or clear photo of serial or VIN, proof of weight, and the usual green sheet and insurance cards and you get plates then and there. They check in Albany against the old hot sheets and if there's no issues with the VIN you get a transferrable reg in 4-8 weeks.
