Alright!! So... the starter saga may be over. Used a 40 grit flapper wheel and ground off 1/8 of an inch. 1/8” Allen key measurement is now very close. Also shortened the bolts so they wouldn’t bottom out. Removed the lock washers. Did not torque the bolts or use blue thread lock. Debating that still. Lastly, I got the bracket for the front of the starter to the block as well. 4 solid starts tonight so far.

So you had to take 1/8" off the starter nose mounting flange?

Correct. Used a 40 grit flapper wheel to shave just over 1/8" off the mounting surface and bring the pinion to ~1/8" of the flexplate. I pulled the bendix gear out to mesh with the flex plate and it meets with a gap just a little wider/looser than a paperclip.

add on. The bendix meshes approx 2/3 - 3/4 of the flexplate when fully extended. AND... just saw you are from Canada... I first saw this resolution on a youtube post from a Canadian! Also read many forum posts (more than I expected) of folks with the same issue. Other noted solutions are no washers on bolts and supposed to torque to 35-45 pounds. Use of blue threadlocker. Shimming the outside bolt was supposed to bring the bendix closer to the flexplate as well but I did not have any success with that. lastly the bracket from the front of the starter to the engine block to keep everything as still as possible.
