Can I check the cambar by placing a vertacle level on the tire? I did and minw is in about 1/4 inch at the top of the tire from level, is that ok?

Guess work at best, you need to get it professionally lined up. That is good enough to get you to the shop. Btw, welcome to the forum.

The tire is wider at the bottom than the top, because of the weight on it. You need to measure the wheel.

Measure off of the rim, NOT the tire.
