I was wondering is the top pipe on a recirculating heater supposed to be restricted like theres a crimp on it?
I thought the previous owner tried to restrict the flow since he no longer had the heater hooked up. I got the heater re-cored and made the pipe normal size. Just wanted to make sure I did the right thing. Maybe it was a factory thing and it's supposed to be restricted?

You are fine. No factory restriction.
