Its a GM parts generic (crate) replacement engine, aka "Long Block".

When someone needed an engine (not warranty related) the parts dept would go to the parts book for that particular make and model and ordered an engine from the available replacement parts.

Its a generic replacement engine.

V0899800
V089 is some sort of date code

9800 should be last 4 digits of the part number for create engine assembly. Most of these engine were made in Mexico and would be cast into the block "Hencho en Mexico"

Its probably an engine made sometime in the 1980's. Could be a Targetmaster?

These date codes and serial numbers etc were all over the map so its fruitless to try to figure them out, they don't tell any story. Just bean counters stat's of the times.

Lots of parts like these ended up in dealer inventory for years and years. How they got where they are today is anybody's guess.

Thanks Mike so I take it this engine came with the heads, if so then it's a 1976 that's the date code on the heads. Which is good just trying to find what plug gap to use they changed the gap in '76.
Of course someone could have changed heads too.
Thanks again
