My emergency brake will not hold the car on any hill level. The cables from the rear brakes to the adjustment cable are new, the cable hanger is installed on the trans crossmember and there is not much slack in the cables but the pedal will still travel to the floor when pushed. Should I be looking at the brake shoe adjustment?

I had a similar problem when I put my car back together last summer. I found that I had the passenger side cross member hanger in the wrong hole. It is meant to be installed in the TOP of the cross member. I had it in the bottom. Moving it to the top made a significant difference in the tension.

The other thing that helped was backing up and applying the brakes to work the adjusters. I backed up almost a 1/4 mile hitting the brakes every 50-100 feet. I then finished setting the parking brake tension on the tightener under the car.

My parking brake pedal is now fully tightened in front of the vent panel, not at the floor. Hope you have success too.

Keep in mind for the self adjusters to actuate you must go forward, then back up, continuing back constanstantly limits the actuation of the mechanism.
