I had the same problem with my'02 Buick 3.1 engine. It started when I sprayed starting fluid in the intake. This car had been sitting up 4years,so I thought the fuel pump was bad.I put a new pump in and it started up immediately.
I realize you said you had pressure to the fuel rails.A new pump fixed mine.

You need to actually test the fuel pressure, then see what the specs are.

Howdy and welcome to the Forum, Derek.
Like Shep said. Check the fuel pressure first. Don’t guess.
