Sounds more like you have a pulley/drive belt issue than a dampener issue. Rough up the "V" of the pulleys with some course sand paper, and use a bar of soap on the belt surfaces; see if that does't stop the squeal. If it does, it probably won't last very long, and you may need to replace the belts with new ones. Also, make sure the tension on the belts is tight enough, so the belts don't slip, and cause a squeal. JMO.

Try to ascertain if the outer ring of the balancer has slipped. Did the hub of the balancer seem loose on the crank, or could it have just been the ring loose on the hub?

when I got to a car show there was a noise and I found out the whole balancer was coming off, found out that yr 283 did not have a bolt in it. so I drilled the crank, tapped it and put a bolt in, now it makes a little squeal and I don't know if it is wobbling or not, I suspect the center of the balancer is wore down, the make a kit to go on it but I am thinking of just replacing the whole thing , the key looked ok by the way

If the keyway is good there is no way the centre of the balancer is moving / slipping but it could wobble if the clearance fit is loose. The outer ring could move though. This can be checked by setting #1 cylinder to tdc and see where the timimg mark is.
Are you sure its not belt slippage?
