Sealer is essentially a thinner version of primer. It’s applied right before the base coat or color is applied. if you have a car that is fully primed or has no primer spots at all (as in a repaint where no body work was needed) and if the primer or existing color coat hasn’t been sanded through, you don’t need to use sealer if prepped with a fine enough sandpaper. My El Camino needed no sealer because it was fully primed and I sanded the primer with 400 grit to get rid of the orange peel and followed that with 600 grit.

epoxy primer, when reduced can be used as a sealer before basecoat. all sealer does is make the surface uniform in color to prevent bleed thru from feathered edges of filler/primer/bare metal. it helps with coverage of the basecoat, especially in metallic paint jobs.
