Is there a way with a vin number to lookup what the rpo codes are for my 70 pickup?

Not for a US built and sold vehicle.

The GM Heritage Center has build information starting for the 1976/1977 model years.

If your truck was built in Canada, or built in the US for Canadian consumption, then GM of Canada would have your information.

In the meantime, you can use this generic info packet from the Heritage Center to look up codes of interest:
