I have a 64 Impala 2dr ht. My speedometer needle fluctuates at slow speeds (around 30mph) then evens out. If it is the cable can I pull it out from the bottom of the outer housing & lubricate it our do I have to take the whole unit out?

I'm new to the site and appreciate any advice you might give. It's a small block 283 with auto tranny.

You can pull it out from the bottom, and then run it through a cotton cloth to get all the old oil off of it. Do this from the top down, and from the bottom up. If it snags the cotton cloth, that will indicate a broken wire in the cable, and it will need to be replaced. You can purchase just the cable, and cut it to the same length as the original. Put a light coating of lithium grease on the cable, and put back into the casing. You will need to give the end a twist to get it to engage into the speedometer housing. Then connect it back onto the transmission gear. If the problem persists, then the problem is in the speedometer itself, and it will need to be removed and repaired.
