Stock except for HEI distributor, ran fine last year, now hardley any vacuum, idle screws have no effect, turning distributor has no effect either? Put car in gear, runs awful, no power.

Huge vacuum leak?

First thing is fresh fuel!If it ran fine last year and you have just started it for the first time since them there should be no changes mechanically so the first thing I would check would be hoses that may have cracked during the down time.

well you have fuel, and there fore must have spark and air or it would not run at all, so I would be looking at how the fuel is getting or not getting to the cylinders. Time for a quick check of vacuum leaks and then barring any problems a carb tear down and cleaning.

Maybe a critter crawled in the tailpipe and built a nest.Hence a restriction.

To me that almost sounds like a needle/seat or other flooding issue.. once it "got going" it was able to make use of the extra gas that it couldn't make use of at idle/low speeds. The carter and Rochester for these are easy to rebuilt; hang on to it as a spare and rebuild it your self or for your friend and try it out (obviously not in the presence of another issue or it could become unnecessarily complicated). I just went through this with my car

Glad you (and your friend) are up and running
