I have a '99 Silverado 4x4 with an "SS" stripe package on it. Under the "Model" on the title it reads SK1. I understand that the "K" is for 4x4, and the "1" is for 1/2 ton, does the "S" actually designate it as truly an SS?

Unfortunately no, your truck is not an SS. For starters there's not a 1999 Silverado SS model. There are 2003-2006 (and 2007 classic) Silverado SS, and there are of course the 1990-1993 454SS trucks.

Not sure what the SK1 means but it's going to most likely be a model designation from the state it was titled in.

The stripes are likely aftermarket; if you're interested in what factory options your truck came with you can run your VIN through a website like Compnine (I think it's $5 now), or if you have a friendly GM dealer nearby sometimes they will run a build sheet for you for free. Both methods pull from the same data; the RPO (regular production order) codes which are the 3 digit codes listed on the SPID (service parts ID) label in your glovebox.
