Has anyone added a pcv valve to a 283 to replace
the draft tube

Thought I could use the later rubber bushing and
tube from the rear vent hole, but where is the
best place to attach the other end

Find a "later" 283, or an "earlier" 327, and rob them of their PCV parts. The elbow will bolt into your block, and the PCV valve itself will screw into the base of your carburetor. Then just add a section of new hose. Just make to to keep the stock oil fill cap as a vent.Why try to re-invent what the factory did? I am Butch/56sedandelivery.
