What would make the torque converter on my 1990 Celebrity Eurosport Wagon with the 3.1 V6 kick in when it's in drive (not OD) and only doing about 35 MPH?
It makes the whole car vibrate.

There was a tech bulletin back in the day to update the prom to facilitate a later lock up point. Also check your tps function, this can cause this issue also.

I just noticed that this is only happening when the car is fully warmed up. When it is cold, it works fine.

Well, I was getting some funky readings from the TPS so I changed it. For about half the day it was running the best it has run in a decade, but the SES light would come on every time I use the gas pedal (SES was never on with the old TPS). If I let it idle or just coast down the road it would go out. Just now on my way home it went right back to locking the torque converter up at 35 MPH in drive.

It has a code 22 TPS low voltage. I removed and reinstalled to make sure it was in correctly. I tested it with my multimeter and all readings are within spec but every time I press the gas pedal the SES light comes back on.

Make sure you have 5v reference signal and about .5 volts at hot idle.
