Would like to get my rpm down on the highway by adding taller tires to the rear. 4-speed with 3.31 gears and 14" original tires. Willing to put 15s or 16s on.
Any suggestions?

First, you should have posted this in the Chevelle section.

There are a lot of Gear/Tire/RPM calculators available all over the internet.

I Don't know about 69's, but a lot of posts about 70-72's seem to indicate that about a 30" tire diameter is about max (295/65R15 - and that IS a big tire).

Assuming your current tires are about 26" diameter and going from a 26" to a 30" diameter would drop your 3:31 to an equivalent of a 2:87 ratio.

Wheel diameters are irrelevant, the only thing that matters is overall tire diameter.
