The Classic Club Restoration Guide and Judging Guidelines Manual is a little vague. It says "Transmission was probably left natural or possibly painted semi gloss black." So apparently either way is acceptable.

The case was not painted when new. Just like a present case is not painted.
If the iron looks tacky I would spray it with cast iron color paint.
