1948 chevy fleetline will not go into 2nd gear it will go to reverse when shifting into 2nd gear need help

i already removed transmission checked out all gears and bearing. are good but i notice the two shift lever the big one move fine but the smaller one is very hard to move.cleaned them up the shift yoke and cleaned the springs and 2 small ball bearing.but still hard to move little shift lever

ok just need info when it does not go into 2nd gear.it goes reverse would this be a linkage issue or transmission issue. because it will go into 2nd sometime then when I come to a stop.i will go to first gear then 2nd gear fine then if I stop again then 1st ok then 2nd will go into reverse

The small arm which operates the selector mechanism inside the trans isn't moving far enough to select both sides of the "H" pattern.

However, before you dive into this, you really, really, really, need to be looking at a shop manual. The transmission section of this online manual has the info you need to deal with the problem. Don't worry about the manual being the wrong year. The shift mechanism stayed the same through 1948.
