If you can afford it, have it powder coated by a reputable coater. If not, I don’t have any firsthand experience with it, but Eastwood sells chassis paint.

POR-15 vs ZERORUST vs other. I've used both POR15 and zerorust. I went with ZeroRust for my frame and entire engine bay. It was sprayed on. It's almost like a gun metal color. After several years, it's holding up great.

Use proper autobody primer and paint on clean blasted surfaces. 2-part epoxy primer and a quality single stage paint. Will stand up much better than garbage paints like POR15 or the like. Might as well Tremclad it if you're going to use POR15.

If you need to see it, I can get pictures of a project I painted with POR15 following their instructions. This project has been kept in a dry heated since it was painted 4 or 5 years ago yet rust is coming through the POR15.

YES. just use a 2 part epoxy primer. mixes 1 to 1. super easy to spray and u cant mess it up. will hold up longer than anything besides powder coating

To me I would like to know how you are going to use the car first. Say a car just for high end shows I would use fillers to level all uneven areas.
I used POR on the 30 Ford frame and it had a look I was fine with. With clean metal be sure to read all the tech sheet.
