Has anyone seen or heard of rebuilding the standard 3 spd tranny on a 49-52 chevy car with the 3rd gear being a bit taller than what's in there already? I know changing the rear is done a lot but didn't even know if it was possible.

No, high gear on a 3 speed trans is always straight through, or 1:1. Of course there are also 3 speed + overdrive transmissions, but to use one of those you would have to convert to open drive.

If you want to keep the stock 3 speed with a torque tube, your only choice for taller gearing is to swap in a powerglide center section. This gives you a 3.55 rear gear and is a very popular swap. You can also get new 3.55 gears from several vendors if you have problems finding an original PG rear.
