I purchased a set of front upper and lower totatly tubular A-arms (5864TCA-UKS and 5864TCA-LKS) for my 61 Impala. Can you tell me what the touque specs are for the cross shaft end bolts for the upper and lower units? Also, what is the torque specs for the tubular rear uppper and lower trailing arms to frame and rearend?

The front control arms are already lock tite and torqued on the cross shaft, do not loosen or tighten these.
The rear torque spec is same as the factory arms you could find this info in a factory service manual.

I disassembled the front upper and lower A-arms from the cross shaft to powdercoat them. Upon reasseamby, what torque specifications do you suggest?

As mentioned in the above post we do not want these disassembled. They are installed with red locktite and tightened down when we assemble them. being that you did take them apart I would reference any general torque spec sheet you can find regarding the grade 8 bolt.
