Need information on whether I can color sand my peeling areas then buff/polish them out to get a close match to the unpeeled areas of the paint.
Any suggestions please?

Don't bother.

The only way to fix it is to sand and re-paint.

The base coat that's been exposed has now been degraded by exposure to the elements.

WOW! I had the same question and been getting the same answer. The question now is: How can I afford to have the whole car repainted? I'm in Palm springs California and every paint shop says minimum of $15,000 to $20,000 to re-paint! Outrageous - not affordable. People are telling me to go to Mexico (Tijuana is 3 hours away) and get it for 1/3 the price. Know of anyone who has done that and what the experience has been? Any thoughts on what to do next?

Just a suggestion. Drive East on HWY 10 until you cross over into Arizona. There you will find a place we call "Paint Town". I do not know the real name of the town, but there are paint shops large and small, independent and chain, There are motels nearby that you can stay in while your car is being painted, repaired, etc. Two guys from our car club went there, The shops had a tie-in with the motels, and eateries, for discounted rates. There is competition there so the rates are great. Also they are allowed to use paints that are currently outlawed in California.

I googled "Paint Town Arizona", but came up empty. Could you please ask those club member what is the actual name of the town? Thanks.

Hmmm...lets see:

On I-10 there's Quartzite AZ. Not much of a town though...

On I-40 it's Topock right at the border, or Kingman about 40 miles into AZ.

Which one is it George?

not Kingman for sure. only a few paint shops and most you want to stay away from! Quartzite or Parker would be others to check.

Any competent paint shop should be able to do a local repair. You don't say whether it's metallic or not. Metallics are more tricky to blend. If it's non-metallic, you might be able to just polish the color & then blend in fresh clearcoat on top. If the color is too far gone, just respray then clearcoat the damaged areas. Blending in can be tricky but quite do-able.
