So my 90 caprice classic brougham edition with the 305 tbi I bought after the lady put a new motor in and lost liscense.. It sat for a few years and has had a surging and hesitation problem while driving since I got it. Thought it might be the fuel pump since it went out shortly after so I replaced it along with the filter, did a tranny service new plugs wires cap rotor ran injector cleaner still the same. No ses light but checked code anyway and found 22 so replaced tps and still the same drove once and ses light comes on and then dies when I put in park. Check codes again and get 22,23 any ideas would be greatly appreciated cuz I'm running out

If the car was sitting for two years, the first thing I would suspect is the gas in the tank went bad.

I've had 4 '92 Caprices (one was called a Buick Roadmaster) and they all needed EGR valve replacement. I could usually nurse them along by spraying some lubricant (WD40 or something like it) up inside the EGR and moving the EGR up and down with my finger. The problem was that the post the EGR rides on gets corrosion and sticks.

It's also good to clean the IAC.

The FI systems get way better gas mileage than the carb models but if I didn't have a bubble Chevy with it's dumb design where you need to take the engine out to put an ol' style HEI distributer in, I'd get rid of the FI (plus all the sensors and ECM) for a pre-emssions Q-jet in a heartbeat. The FI system, to me, is not worth the "benefits".
