My 56' nomad driver’s side inner fender is rusty, what is the approx labor time in hours for an experienced body man to replace with new one ?

all day.

the inner fender is connected to the outer fender, so they both come off as a unit.

the front bumper, grill, radiator cross member and other parts need to be unattached in order to remove that whole front fender assembly intact.

then you remove the inner fender from the outer fender, which means you have to remove and then replace the air duct system that goes in between them.

then put the whole enchilada back together in reverse order.

With various new rubber seals for the air vent and inner to outer fender connection points.

gonna take all day... and you need 2 sets of hands at various steps.

You mean for a '57? No air duct on a '55-'56.
