welcome to ct. i like synthetic fluids. dash lights go to light switch dimmer circuit. rev goes to trans or shifter switch.

The headlight switch controls the dash lights. The dash lights should illuminate when either the parking/dash/tail lights are turn on at the first 'notch' in the knob; or the second notch (which adds the head lights). The intensity of the dash lights is controlled by rotating the head light switch knob (which adds/ subtracts electrical resistance in the circuit).
On some year cars, the parking lights go out when the head lights are on. I do not remember the specifics.
I recommend you focus on the head light switch. Perhaps the wire for the dash lights is not connected properly or the resistor within the switch is bad.

The headlight switch is brand new. I meant to say I replaced the headlight switch, not the dimmer switch. The ground is good on the dash. I have oil pressure and cold lights. Both blinkers work as I replaced the blinker switch and brake switch. That's why I figured it's the fuse box. But can't afford replacing the box currently. Just trying to figure out how to get the dash lights working till I can just replace the wiring harnesses altogether.
If you are getting 'juice' to the headlight switch (which you are) there is no fuse box issue. You seem to be getting 'juice' to all the 'outputs' from the switch except the dash lights.
'New' stuff can be faulty.
Connections can be bad.
Wires can be bad.
I would not consider a 'jury rigged' temporary set up. But that's just me.

When I first got my Bel Air the dash lights, front parking lights, etc didn't work. New bulbs didn't fix it. There was slight oxidation/corrosion in the lamp sockets.
An over night soak in white distilled vinegar followed by some electrical cleaner resolved that issue.

If there's no trans pan drain plug you'll have to loosen the bolts enough to separate the pan flange from the trans flange and let the ATF drain that way. Or you could possible snake a flexible tube down the dipstick pipe and suction it out that way.
Hard to imagine there's a hole in the pan, you'd have had to be constantly adding ATF to replace what had leaked out. Regardless, if there is a hole in the pan you're going to need a new one.

Thanks Pete, I should have scrolled back to the top, but appears KR has recently edited the first post.
Regardless, easiest way to drain it is to remove the fill plug and snake a hose down into the bottom of the trans and use suction to pull it all out.

My experience and investigation was that parking lights shut off when headlights came on up to '65 and upgraded to remain on with '66 model. On my 65 I was able to jumper the harness connector to the taillight position on the switch so they'd stay on with headlights. If your cluster lights/sockets are of the metal self grounding type be sure you have clean metal and a snug fit

I've figured all the electrical out (sorta). Changed the motor oil. Going to wait till I can afford just having a mechanic change my diff and trans lube.
Dash lights turn on now. BUT they aren't illuminating the dash... I don't know how that's even possible. I'm assuming maybe how the dash is assembled the front plate is covering gaps for the light to get through?
