Yes. There was a factory service part attached to the liftgate opposite the location as the home made one in your photo. The so called "supplemental weatherstrip". It improves sealing, but can get squished out of position.
There was a rail whos basic function was to support the weatherstrip so it would be in the right place to be effective.
Pretty much a horizontal weatherstrip retainer very similar to the vertical weatherstrip retainers.
Mike Bakotich probably sells them, or at least can point you to where to get one. Mike is all about liftgates! Madmooks.
Bottom line, you can minimize leaking but in a downpour it might still leak.
