First and foremost if it's close to running with a little work, I'd tend to the brakes. No efforts towards making it run or drive are a good idea until you're sure the brakes have a chance of stopping it. Even just moving it around to work on it, for example pulling it with a chain/strap/etc. if you need to, are wise until you know you can stop it safely.
