I don’t know if it is factory equipment or not, but I have seen it on several motorcycles in the past couple of years. It does draw more attention to the brake lights. I believe I have seen it on a few newer cars too, but can’t swear to it. I haven’t found anything to say it is factory installed. Only an aftermarket thing and could be illegal in some areas.

Personally I don’t even need the car in front of me to even have functioning brake lights at all since I pay more attention to my following distance and closing rate to the vehicle in front of me and not so much their brake lights.
