Thanks for your question.
This part bolts on top of the end of the wheel house, but behind the wheel well trim.
You will notice a small lip in one of the above pictures with screw holes where it mounts. Also, here is a picture of the drivers side one I have made of plastic. These shields are supposed to stop debris, snow, salt etc. from getting behind the fender.
With so many fenders rusting out below the emblem, it obviously doesn't work as well as it should, but if coated properly should last longer than a plastic one that is subject to breaking.
Not sure about 1968 Impalas, I would imagine they have something similar.
