it's a tap holder/wrench that would hold the "tap" tool that is used to put a thread inside a hole in a piece of metal so that a bolt will screw into it.

The tool I have for tapping is a tee handle with a chuck so this thru me a little and not being able to hold it or see its size as he is in Pecos Tx threw me a little

Hi, The handle you posted is the old school variety and the chuck type is a faster more modern tool you might use when cleaning threads.
When making threads from scratch its a three cut process and it is vital you start off square. hence the old style handle to make that happen.
