lights were grounded after the fact especially to taillight assemblies. everything grounded well when new.

That's an add-on. It kind of surprises me because most often I would see ground issues at the rear lights, especially fleetside, vs. any other position. Maybe that was them guessing at where the problem was. If your signals are working properly then you could just remove it.

That's not a wire Woog, that's where you re-charge the blinker fluid when it starts to loose it's color.
