Farm rat,
You mentioned you're using straight water. You do really need a corrosion inhibitor package else you will start to notice your coolant (water) will start to turn red-browm rust color. You may also start to see the radiator filtering out corrosion coming from inside of the block.

There was a point made regarding oil and trans oil coolers. If you add those in front of the radiator (traditional place to mount them) the heat extracted from the oil increases the air temp which then continues through the radiator. If there are other areas you could mount them where they would still get some airflow without raising the radiator incoming air that idea could help. Also increasing the sump capacity (deeper pan) will decrease oil temps.

While discussing a rise in air temp another possible issue with your electric fans, and no shroud, is re-circulation of hot air. It is possible, especially if the area behind the fans does not have much escape path, the air going through the radiator is circling around and coming through multiple times. I've seen air temps increase by 60 degrees F in a situation like that.
