I put a gas tank from a G10 van into my 66 Step side long box and the gas cap didn't get put on before I put it outside. Now I have a little gas and water in the tank. It's a lovely rust brown inside. Is it more cost effective to replace the tank or clean it?

How would I clean it?

Hi 66Blu, probably cheaper to put a new one in in the long run. Once you start the rust issue its nearly as expensive to rid the system than replace the tank, given how common they are in the aftermarket.
If you local fuel is alcohol boosted or the car sits for extended periods then a plastic tank may be the answer.

POR-15 has a pretty good product. I'm using this for my 2 original saddle tanks. It's a whole lot cheaper than a new tank or fuel cell.

I went to my local parts supplier and asked them what have you got in terms of cleaner sealer and got the POR 15 Fuel Tank Cleaner/Sealer. I took pictures of the inside of the tank through the hole for the gas pickup after and its a nice lovely epoxy gray. My cost was about $100 and a few days work.

The title sounds like an R rated film

Just clean up the rust with a nice old piece of sandpaper.

If that doesn't work, tell the gas tank to stick it in its ear like i told my transmission and linkage and then get a new one.

Or instead of buying a new one have a welder build one from scratch

We've cleaned gas tanks before by filling them with soapy water and letting them ride along with us during our commute for a few days.

I used the Bill Hirsch gas tank sealer on the fuel tank of my GTO and it did a fine job. It was important for me to preserve the original tank because the rest of the car is original and unrestored.
