Hmm, my 2004 Malibu was recalled for the electric power steering going out when it was still a newer car. I wish I still had it..... totaled it hitting a deer in 2006.

I have dealt with several GMs that it just quit working without warning.
Used to blow the maxifuse periodically.
Not sure why but replacing the fuse would make it work again. Not safe though

All I had to do was shut the car off, and then re-start it. I would shift into neutral and do it while rolling down the road.

I don't now how to be any more clear than what I just said. However, if you're actually blowing fuses, the problem I had is not the same as yours. I was told mine was a sensor issue. I think it was in the steering column.

sounds like the position sensor. used to be at the base of the column
