I am hunting down the culprits in the van power windows, vent blower, interior lights, and radio not having power (fuses/breakers are good) and decided to take a look under the hood. I have not seen anything suspicious under the kick panel.
I saw two wires that were cut and not connected to anything, one was a black wire, maybe 14 gauge, and a small green wire connected to a ribbon that has a black and red wire attached. There is a tag that has 'steady' printed on the tag.
I looked around online and have not found anything useful.
Any ideas?

sounds hooky. i would check all fuses, relays, grounds and ignition switch.

If you can get us a picture of that wiring that may help, but it sounds like some aftermarket junk added maybe for an old alarm or stereo. It's possible the black wire is a ground that you need but that's where the pic comes into play, someone experienced with the vans may be able to tell if it's factory wiring or added.
Could also be a fusible link bad under the hood.

ok you say fuses are good but do they all have 12 volts?
Check various ground points as a bad ground can cause lots of havoc. Please post a pic if possible.
The word steady is another term for 12v constant but I have not heard it in a long time. What you describe sounds like add on something. I could be wrong on that so if someone knows different please confirm.
The things are not just ignition related but may not be all related to the same problem.

I cannot see roughly where the wires would lead to. The black goes straight back and the other goes straight down. I would snap a picture but I feel they would be as useful as dog crap.
There is some aftermarket stuff. The only thing I could see that involves wiring is a brake controller for towing.
