My 92 Lumina had the same problem. Had spark, had good fuel pressure, and a quick burst of ether (bad, I know, but it's what I had) would make it fire up for a moment. A new Crank Position Sensor solved my problem.
The sensor can be tested, if it doesn't break when removing it. But for the price, you're better off replacing it. I think I paid about $12 six years ago (in MA). It is a common part to fail, and can be a bear to replace. I may have posted a how-to for this job. So rather than type it out again, I'm gonna see if I can find it and I post a link to it.

Well, I learned something new today!
Follow this link: http://easyautodiagnostic s.com/ignition_gm/ign_mod...
It will explain (on page 4 & 5) how to test your crankshaft position sensor WITHOUT removing it from the vehicle!!!
I feel dumb, yet enlightened, all at the same time!
I noticed, however, that the link above doesn't describe the location of the crank position sensor well. So, IF you need to replace it, you will find it in the block, facing the firewall, towards the front of the engine (or, passenger side). I've replaced these from the top by rotating the engine forward, but found it a little easier to work from underneath.
Let us know what you find, and good luck!

Thank you for the reply and assist. But I am confused. On my Galant, I had to replace the crank position sensor because there was no spark. So on the cutlass the CPS controls the fuel (injectors)?

I should have read the link 1st. It states if there IS spark, the CPS and ICM is good. I have spark.

I'm soooo sorry! I forgot to mention that I suffer from TMB (too many beers).
My car DID start AND run with the ether-start. Unlike yours, which would only run until the carb cleaner burned off. Also, I had ALREADY replaced my crank-sensor long BEFORE needing the starting fluid...
So, out of shame, guilt, and an overall I-dunno-whats-wrong-w/ur- car-feeling...and quite possibly a hangover...I did some research, and found this:
http://www.doityourself.com/forum/passenger-cars- s...
I have never had an injector problem in 200k miles on my 92, or on my two previous 3.1l's, but I have heard that failing injectors on the 3.1 is a common problem. The above link explains how to test them. The poster ("joeneedshelp") had EXACTLY your problem-and ONE bad injector that caused his headache.
Hope this helps. I'm gonna go get a beer now...I hope you enjoy one too when your car is working and you're posting what fixed it!
PS: I'm really not a drunk, but I do like to drink!

No worries! Thank you so much for the link - I think that is exactly what I need. I hate the thought of removing the intake to get to all the injectors, but that seems the most likely and least expensive next step.

So I got a noid light and plugged it in an injector harness and got no light with the key on. So no power to the injector? It also never lit when cranking. For grins I pulled the plenum and ohm'd each injector - they are all between 1.5 - 2 ohms. IDK where to go from here.

Silly question, maybe, but did you check the fuses? There is a fuse block in the glovebox, and a second one under the hood/right side. I don't recall which one had the "fuel inj" fuse/can't look @ mine as it got totalled 2+years ago...
Trust me, I mean no insult here, as I am the Master of "forgetting to check fuses first"...
In case you already did, and fuse(s) ARE good, I'm gonna keep searchin...I'll post back as soon as I find something that might gitcha runnin again!

Ok. Did some more searching. IF the fuses are good, and no injector pulse on ALL injectors...I found a link:

(I have used justanswer.com before for help with my sick cat-I highly recommend them.)
Good luck. I'll keep checking back!
